The Ohio Department of Transportation (ODOT) is developing plans to replace the pedestrian bridge system that travels over I-71, the I-471 access ramps, and Gilbert Avenue/US 22. This system provides a direct connection between East Court Street in downtown Cincinnati and Van Meter Street in Mt. Adams.  Public involvement is an important part of project development and input received is being used to help guide the decisions we make. Additional Information about the project is provided throughout this site.  JANUARY 2023 UPDATE The project team has completed the Feasibility Study for the replacement of the pedestrian bridge. This study identified and evaluated two possible replacement alternatives for the bridge. As part of the study process, the project team also gathered input from the public regarding the alternatives being considered. Based on the results of the Feasibility Study and input received from the public and City of Cincinnati, ODOT has decided to proceed with Alternative 1. More information about Alternative 1, updates that have been made to its proposed design, and next steps are provided below under the Project Update tab. Copies of the Feasibility Study, the Virtual Open House Summary Report (which summarizes public outreach efforts made and input received), and a document that provides ODOT’s responses to questions and comments received are provided in the Documents section of this site. The Documents section is located in the right-hand column of this page, under Project Contact (if you are on a smartphone or tablet, this may be located at the bottom of your page).  DECEMBER 2023 UPDATE The project team has completed Stage 1 (preliminary) plans for the replacement pedestrian bridge.  We have determined ODOT's baseline aesthetic treatments and have updated renderings reflecting those treatments.  Any enhancements over these baseline treatments will be the responsibility of the City of Cincinnati to fund.  We are asking the public for some feedback on some general enhancement treatments as this may help the City in making decisions on what they may want to do.  If and when the City decides on enhanced aesthetic treatments we will notify the public with another project website update.   Additional renderings of the bridge not shown on the project website can be downloaded as PDF file here: High Resolution (146MB); Lower Resolution (17MB)  This file is also found in the Documents section of this site.  The Documents section is located in the right-hand column of this page, under Project Contact (if you are on a smartphone or tablet, this may be located at the bottom of your page).  ODOT continues to welcome questions and comments regarding the project. The Ohio Department of Transportation (ODOT) is working to make travel safer and easier along I-475 in Lucas County between U.S. 23 and Douglas Road in the Toledo Metropolitan Area.  Proposed improvements will address safety and congestion along this portion of I-475.  Public involvement is an important part of project development and input received will help guide the decisions we make.  This website was created to share information and gather public feedback about the project.  Your comments about this project are welcome at any time.  PUBLIC MEETING QUICK GLANCE A public open house was held on Wednesday, October 25, 2-7 PM at the Epworth United Methodist Church at 4855 W. Thank you for your participation!  The second virtual public open house was held from December 15 - January 15, 2022. The purpose of the second open house was to announce the selection of the replacement bridge type and other project updates. After the comment period closed on January 15th, the project team reviewed all of the comments received and provided responses (see the sidebar of this webpage under "Documents" to download and view the summary of public comments received and project team responses). Public Involvement Background Cuyahoga County Department of Public Works (CCDPW) evaluated four alternatives to improve the existing Hilliard Road Bridge over the Rocky River (SFN 1830147). Due to its poor physical condition and increasingly rapid deterioration, the steering committee recommended that removing the existing bridge and replacing it with a new bridge in the same location is the safest and most cost-effective alternative that satisfies the purpose of the project.  The first public meeting "open house" was held from February 1 - March 1, 2021 and presented a variety of alternatives and bridge structure types for the replacement of the Hilliard Road Bridge. After the comment period closed on March 1st, the project team reviewed all of the comments received (see the sidebar of this webpage under "Documents" to download and view the summary of public comments received) and selected a replacement bridge-type as well as updates to the surrounding bridge approaches and roadways.  Purpose of Virtual Public Open House #2 The purpose of the second virtual public open house is to present the selected bridge structure type and other updates for public feedback. Additionally, public input is needed because the bridge is a concrete arch structure that has been determined to be eligible for listing on the National Register of Historic Places (NRHP). Because of the structure's historic significance, CCDPW is seeking consulting parties for the replacement of the bridge moving forward in the project development process. Section 106 of the National Historic Preservation Act of 1966 requires Federal agencies to consider the effects of their actions on historic properties. The NHPA created the Advisory Council on Historic Preservation (ACHP), primarily to ensure Federal agencies consider historic preservation concerns throughout project planning.  Section 106, the implementing regulations of the NHPA codified at 36 CFR Part 800, requires the Federal agency official to consult with other parties with an interest in the effects on historic properties.  Section 106 defines other parties as Consulting Parties.  The Section 106 process, used by ODOT for projects like this one, seeks to incorporate historic preservation values into project planning through consultation with the agency official and Consulting Parties. The Ohio Department of Transportation (ODOT) is developing plans to replace the pedestrian bridge that crosses over Ronald Reagan Cross County Highway (State Route 126), near the intersection with Interstate 71. This bridge provides a direct connection between Donjoy Drive in the Kenview Hills neighborhood and Sycamore Junior High School.  Public involvement is an important part of ODOT's project development process. Input received is used help guide the decisions we make. Additional information about the project is provided throughout this site. FEBRUARY 2024 UPDATE ODOT recently completed the Feasibility Study for the replacement of the pedestrian bridge. This study identified and evaluated two possible replacement alternatives and included gathering input from the public.   Based on the results of the Feasibility Study, ODOT has decided to proceed with Alternative A, which will be built using a steel beam bridge structure. Constructability and cost were key considerations in making this decision.  Alternative A will be located next to the existing bridge, immediately to its west. Access points will remain in roughly the same location as they are now, however, modifications will be made to meet ADA requirements. Key features of the new pedestrian bridge include: A 10-foot wide path on the bridge (as measured between the handrails that will be located on either side of the bridge)Lights located under the handrails to improve visibility at nightADA-accessibility on both the bridge and ramps Additional information about Alternative A is provided on the Alternative A tab, below.  Now that the Feasibility Study is complete, ODOT is turning its focus toward developing the detailed project design. During this phase, ODOT will coordinate with the City of Blue Ash and the City of Montgomery regarding possible aesthetic enhancements for the bridge (such as surface treatments, signage, fence types, lighting, etc.).  Design development will continue through March 2026 and construction is scheduled to begin in Spring/Summer 2027. ODOT expects to keep the existing bridge open during the remaining planning phases and during construction, though limited closures may be necessary at times to facilitate construction. A copy of the Feasibility Study, plus the Virtual Open House Summary Report (which summarizes public outreach efforts made and input received), and a document that provides ODOT’s responses to questions and comments received are provided in the Documents section of this site. SR 32/Eight Mile Road Intersection Improvements   THANK YOU FOR JOINING US! The Ohio Department of Transportation has put together this opportunity to share with you improvements to the SR 32/Eight Mile Road intersection that are now being planned to make travel easier and safer. Our goal for the Open House is to share additional project information with the community and begin discussing what to expect prior to and during construction. This Open House is a self-guided tour through a series of exhibits that highlight each of the proposed improvements. Begin by reviewing the BACKGROUND and PURPOSE & NEED discussion in the sections below. To advance betweeen exhibits, simply click on the green CONTINUE button located at the bottom of the page in that section.
