How to Participate

The official public comment will run from October 9 to December 31, 2024. Public comments received after 5 p.m. (Pacific Daylight Time) on December 31, 2024, will be reviewed. However, they may not be added to the public comment record.

Project Update

In early 2023, KCIA began a process to update Airport Rules and Regulations and Airport Minimum Standards documents consistent with Federal Aviation Administration (FAA) regulations and guidance. These documents help ensure the safety of airport tenants and users and detail enhancements to the overall operation, management, and administration of the Airport. KCIA hired Aviation Management Consulting Group (AMCG) to update KCIA’s existing documents in compliance with federal, state, and county regulations. Electronic formats of the updated documents are available to view at the bottom of this webpage under Relevant Airport materials. A list of the key revisions updated in the final drafts are listed below.

Public Meetings

Airport tenants and community members are invited to attend an online or in person meeting on October 30, 2024. These meetings will be part of the official public comment period that runs from October 9 to December 31, 2024. Join us to learn about key revisions made in the Final Draft of the Airport Rules and Regulation and Minimum Standards and share your comments with the project team. Meetings will be recorded and available online following the event. The presentation will be the same at both meetings.

Airport Tenant and Community Engagement

On March 9, 2023, the project team held two meetings to inform interested Airport tenants and community members about the project, to share a timeline for reviewing and updating Airport Rules and Regulations and Minimum Standards, and to invite questions and comments. On March 12, 2024, KCIA held two virtual Airport Tenant and Community Meetings to share a preview of the updates that were made to the Draft Airport Rules and Regulations and Minimum Standards. The project team provided updates, highlighted key revisions made in the draft documents, and responded to questions and comments from meeting attendees. Both meeting recordings are linked below.

Background

King County International Airport (KCIA) is owned and operated by King County. KCIA is subject to Federal obligations between the County and the FAA. To maintain these obligations, KCIA has revised and updated the Airport Rules and Regulations and Airport Minimum Standards documents. These documents enhance the overall operation, management, and administration of the Airport by:

  • Protecting the safety of Airport tenants and users;
  • Fostering development and redevelopment of existing Airport property;
  • Promoting quality aeronautical products, services, and facilities;
  • Reducing the potential for conflict with Airport tenants and users; and
  • Providing a platform for resolution of complaints. 

The Airport Rules and Regulations and Airport Minimum Standards need to be consistent with FAA Airport Sponsor Assurances, policies, and directives and applicable legal requirements established by the State of Washington Department of Transportation Aviation Division (WSDOT Aviation), the County, and other regulatory agencies.
