Community survey for construction

King County knows that construction can impact the community. We want to work with you throughout construction. Please take about ten minutes to tell us how we can best support you during construction.
If you like to take the survey by phone or fill out a paper copy, please contact Frances Kuo at 206-263-9237 or mkuo@kingcounty.gov.
Why we need this project
King County is rebuilding a damaged section of sewer pipe in West Seattle near Lowman Beach Park. This project is needed to maintain reliable sewer service and protect public health and Puget Sound. The County already rebuilt part of the damaged line when the pipe broke in 2022 and is now completing the remaining work.
The Murray Pump Station has two pressurized sewer pipes, also known as force mains. These pipes run parallel under Beach Drive Southwest and help move sewage from homes and businesses to West Point Treatment Plant, where the water is cleaned and safely discharged into Puget Sound.
Why are we dealing with construction again?
In March 2022, one of the pressurized pipes broke due to severe corrosion. King County did an emergency repair of about 800 feet of the damaged pipe. The repaired pipe returned to service by October 2022.
This upcoming work is happening this year because the project team needed extra time to plan and design the repairs. This project also required additional permit approvals and needed to be built during the dry weather season.
This summer, the contractor will repair the remaining damaged pipe and install two air valves to help reduce pipe corrosion in the future for the repaired pipe. The contractor will fully restore areas of the neighborhood impacted by construction, including sections of Lowman Beach Park and Beach Drive Southwest that will be excavated for repair work.
Estimated timeline
The work may begin as early as May 1, 2026. It must take place during the dry season, when flows in the wastewater system are lower. Road and park restoration will occur after pipe work is completed by the end of the year. The schedule may be subject to change. We will continue to keep the community updated as the project progresses.
How do we do it
Our contractor will rehabilitate the pipe by installing a liner inside the existing pipe. Relining helps extend the pipeline’s service life and reduces construction impacts on nearby neighbors. This method also helps prevent future leaks and costs less than replacing the entire pipe.
What to expect during construction:
- No interruption to wastewater service.
- One-lane alternating traffic on Beach Drive Southwest, with steel plates in the road. Bicyclists should use extreme caution passing through the work area.
- Lowman Beach Park playground and beach will remain open during construction.
- Typical construction noise near work areas.
- No street parking in multiple areas along Beach Drive Southwest near homes and Lowman Beach Park.
