The purpose of this transportation study is to determine the feasibility and benefits of converting the existing grade-separated intersection of NYS Route 96 and NYS Route 14 in the Town of Phelps, Ontario County, to an at-grade intersection. The goal of the initial round of public outreach will be to introduce the project to the community and obtain input on the issues of existing conditions and needs, inventory findings, opportunities for both the travel needs and the local land use, and to seek local knowledge. During the second phase of public outreach, the project team sought public input about draft design alternatives that will then be recommended in the final report.

Given its proximity to a New York State (NYS) Thruway Exit as well as the City of Geneva its not surprising that the interchange of New York State Routes 96 and 14 was likely intended to handle significant traffic growth over its lifetime. While growth has occurred it has not been realized on a scale consistent with the built environment. With a major bridge replacement on the horizon now is the time to assess the appropriateness of this interchange as it relates not only to life cycle costs but also the needs and goals of the community.
The Rt. 96 over Rt. 14 interchange project is a unique opportunity to replace the current grade separated interchange with an at-grade intersection. This interchange to intersection conversion will provide the local community, and the State, County and local governments with significant benefits including improved access, reduced maintenance costs, improved resiliency and opportunities for economic development.
The project will determine the feasibility and any benefit to eliminating the existing grade-separated intersection of NYS Route 96 and NYS Route 14 (Rt. 96 and Rt. 14) in the Town of Phelps. The condition of the deck/ superstructure of the bridge have deteriorated to the point where attention is needed. This analysis will compare the life-cycle cost of fixing the existing infrastructure in-kind versus the life-cycle cost of an at-grade intersection.

A similiar grade-separated intersection showing the bridge carrying an access ramp to New York State Thruway over Camp Road in Hamburg, Erie County. After an analysis and redesign, the bridge was removed creating an at-grade intersection.
