Share Your Feedback The Biltmore Village Infrastructure Recovery Project aims to restore public assets damaged by Tropical Storm Helene, including brick sidewalks, granite curbs, ADA-compliant pedestrian ramps, trees and street landscaping along Biltmore Plaza, Kitchin Place, Boston Way and Swan Street. The first phase of work is supported by a $2.5 million grant with a focused scope (see project area map), and the City is actively pursuing additional funding to potentially expand these improvements to other areas of the Village. Community input is a vital component of this design process. We are seeking your feedback on how the streetscape could evolve, helping us understand the community values and design trade-offs that are most important to you. City staff and decision-makers will use this feedback, alongside budget constraints and strategic goals, to finalize the recommended restoration plan.

The goal of the Anti-Displacement & Affordable Housing (ADAH) Project is to develop community-driven policies, tools and processes that strategically pair necessary housing production with clear, concrete anti-displacement protections for the most at-risk neighborhoods.

Welcome to the City of Asheville’s CDBG-DR Engagement Hub! Public participation is a critical part of the disaster recovery process. The City of Asheville invites residents to review and provide feedback on a proposed amendment to the Community Development Block Grant–Disaster Recovery (CDBG-DR) Action Plan focused on housing recovery following Tropical Storm Helene. The 30-day public comment period will run from May 15 through June 14, 2026. Under the proposed amendment, the City would reallocate $9.2 million previously designated for the Affordable Multi-Family Housing Construction Program to the State of North Carolina’s Renew NC Single-Family Housing Program. An additional $10 million would also be redirected from the City’s CDBG-DR Infrastructure allocation, bringing the total allocation for the Renew NC Single-Family Housing Program to $22.2 million — enough to repair or reconstruct an estimated 55 to 65 homes. The amendment also includes: Clarification of eligible construction types under the Renew NC Single-Family Housing Program Updates regarding mitigation set-aside uses within the Infrastructure Program Clarification of national objective citations throughout the Action Plan Addition of public service as an eligible activity under the Workforce Development Program Residents may review the proposed amendment beginning May 15 on the Asheville Recovers website under the “Action Plan and Amendment” section. A public hearing on the proposed amendment will be held during the Asheville City Council meeting on Tuesday, June 9, 2026. The City of Asheville is supporting recovery and restoration efforts for public infrastructure in Biltmore Village following the catastrophic damage caused by Tropical Storm Helene. The core work, supported by a $2.94 million NC Department of Commerce grant, targets the restoration of historic brick sidewalks, granite curbing, and street trees on Biltmore Plaza/Kitchin Place, Boston Way, and Swan Street. This effort is designed to honor the district's historic character—adhering to design standards and considering elements of the original Frederick Law Olmsted plan—while improving overall ADA accessibility. The City of Asheville is replacing sidewalk on both sides of the street on the northern section of Lexington Avenue between Walnut Street and Woodfin Street/Hiawassee Street. This 2024 GO Bond funded project will improve pedestrian safety and overall experience by restoring safe sidewalks and upgrading accessibility. 

Tropical Storm Helene severely damaged Asheville’s riverfront parks and infrastructure systems.  While significant efforts were made during the emergency period to clear debris and remove hazards, the time has come for the City of Asheville to plan for building back these important public spaces.  In 2025, the City started two projects aimed at repairing, reassessing, and enhancing the resilience of riverfront parks, greenways, and infrastructure following Helene. In September 2024, Tropical Storm Helene devastated Western North Carolina, causing unprecedented flooding and infrastructure damage across Asheville and Buncombe County. In the wake of this disaster, something remarkable emerged: neighbors helped neighbors, community spaces transformed into distribution centers, and trusted local organizations rapidly mobilized to provide critical services. These spontaneous resilience hubs became lifelines for thousands of residents when traditional systems were unavailable or overwhelmed. Now, we have an opportunity to learn from this organic response and learn from community and city-led storm response initiatives to build a more resilient future.

The City of Asheville is restoring parks and infrastructure assets on Azalea Road that were damaged in September 2024 by Tropical Storm Helene.

The City of Asheville is restoring the storm-damaged parks and recreation system along the French Broad Riverfront after Hurricane Helene caused at least $25 million in destruction to the area that is home to 200+ acres of public parks, greenways and recreation facilities along the French Broad River.

The City of Asheville Water Resources Department will be managing several projects related to Helene recovery over the next 10 years.

The Asheville City Council established four Helene Recovery Boards to support the recovery process, increase transparency in policy making, and provide an additional mechanism for community input.  These boards include representatives from existing advisory boards and diverse community stakeholders who provide broad-based input that enhances Council decision-making and builds public trust.

The City of Asheville operates under a council-manager form of government. The City Council is made up of a mayor and six council members who are elected at-large for four-year, staggered terms. The mayor, who is chosen on a separate ballot, presides over City Council meetings and serves as the ceremonial head of government. The Asheville City Council establishes the city’s policies. The City Council appoints a city manager who oversees day-to-day city operations and executes Council-established laws and policies. The city manager also ensures the entire community is being served. One of the oldest greenways in the City’s greenway network, the existing segment of the Reed Creek Greenway begins at the intersection of Broadway Street and WT Weaver Boulevard, connecting to Glenn’s Creek Greenway and following the Reed Creek to Elizabeth Street.
