As part of the Nevada Department of Transportation’s (NDOT) commitment to improving infrastructure, NDOT’s High-Occupancy Vehicle (HOV) Lanes NEPA Study began with a strategic approach to reach and engage its diverse region of both urban and suburban populations.
With over 30% of the region’s population identifying as Hispanic or Latino, language accessibility and inclusive engagement were essential to ensuring representative data and outcomes.

The Opportunity to Engage More Voices, More Effectively
Set to conclude in 2027, the study aims at evaluating the impact and public sentiment of the Southern Nevada HOV system. Their task was to assess HOV operations based on board direction and conduct a federally required NEPA study assessing community sentiment. Gathering input from residents near the project as well as commuters using the corridor was a key challenge.
How PublicInput Was Used
NDOT launched an integrated public engagement campaign using the PublicInput platform, which included a dedicated telephone hotline, multilingual FAQs, an online information hub, and email subscription form that powered timely project updates. These efforts ensured that feedback was accessible across diverse communication preferences.

The HOV Study information hub hosted all the essentials and ensured ADA compliance with:

- An interactive project area map
- A FAQ page to help demystify the process
- A dedicated subscription page and hotline for accessibility
Through the platform’s resident database, NDOT built a robust list of 2,221 stakeholders, organized geographically using built-in GIS tools.
The built-in CRM view provided NDOT with real-time access to 2,221 stakeholders, enabling location-based outreach and streamlined data analysis for HOV corridor planning.
The team also leveraged PublicInput’s Email feature to deliver consistent, high-engagement updates.
PublicInput’s Communications Dashboard helped NDOT manage its growing list of engaged stakeholders from one source of truth.
