Every year, PublicInput surveys residents across the country to uncover perceptions about engaging with their local governments.
The findings highlight evolving expectations and barriers, offering data-driven insights for agencies committed to more effective engagement. Â
This blog series covers additional insights not included in the 2025 report.
The Silent Majority Isn’t Silent Forever
Every year, PublicInput’s State of Community Engagement Survey sheds light on how residents feel about participating in civic decision-making — and what happens when they don’t feel heard.
The 2025 results reveal a new truth: when government doesn’t close the loop, silence doesn’t last.
When Inaction Speaks Loudly
This year’s new survey question asked residents what they do when their local government doesn’t respond to or act on public input.
The answers were eye-opening:
-
-
- 57% said they talk with friends, neighbors, or family.
- 32% share concerns on social media.
- 31% start or sign a petition.
- 26% contact an elected official directly.
- Only 16% said they take no action.
-
That means 84% of residents do something when they feel ignored. The conversation simply moves elsewhere — from public meetings to social feeds, from city hall to community circles.
In other words, inaction doesn’t silence the public voice — it amplifies it somewhere you can’t control.
The Expectation Gap: Residents Want Governments to Close the Loop
Our longitudinal data shows this shift clearly. When asked whether they expect local government to share how public input influences decisions, 94% of respondents in 2025 agreed or strongly agreed — up from just 41% three years ago.
This expectation isn’t optional anymore. Residents see transparency as part of the engagement process, not a nice-to-have follow-up. Failing to close the loop doesn’t just disappoint participants, it risks eroding trust, fueling misinformation, and triggering organized backlash.
Why Residents Walk Away Before Speaking Up
When asked why they don’t participate in the first place, residents most often said:
-
-
- 17% — The topic didn’t affect me
- 16% — Nothing stood out that needed my input
- 16% — I didn’t feel informed enough to respond
-
These numbers show a deeper issue: residents don’t disengage because they don’t care — they disengage because they don’t see relevance or results. Without visible responsiveness, motivation to participate declines, creating a cycle of low trust and low turnout.
Turning Feedback Into Follow-Through
Agencies can break that cycle by making feedback actionable, visible, and ongoing. The key is to close the loop efficiently and consistently, showing residents that their voices not only count but contribute.
Here’s how leading governments are doing it with PublicInput:
Centralize Every Voice
PublicInput’s engagement platform automatically captures and organizes all public input (across meetings, surveys, emails, and comment) into a unified record.
This makes it easier for staff to acknowledge every comment and track participation without administrative overload.
Close the Loop Automatically
With reporting dashboards and automated follow-ups, agencies can instantly show residents how their feedback shaped decisions.
Whether it’s a rezoning update, policy change, or project milestone, automated updates ensure residents stay informed — and engaged.
Monitor Sentiment Before It Escalates
Using AI-driven comment analysis and engagement analytics, agencies can spot patterns and sentiment early, helping them address emerging frustrations before they turn into public pushback.
Build Long-Term Trust
Each engagement automatically archives into a permanent, transparent record.
This living history helps agencies demonstrate accountability over time — not just project by project — reinforcing public confidence and reducing skepticism.
When Residents See Action, They Stay Engaged
When agencies respond, residents reciprocate. They participate more consistently, share feedback constructively, and trust the process — even when they don’t get the outcome they hoped for.
Closing the loop isn’t just good communication; it’s the foundation of sustainable public trust.
