Town of Zebulon

The Board of Commissioners adopted the Play Zebulon: Parks and Recreation Comprehensive Master Plan in September of 2021. Play Zebulon provides a mission, vision, goals, and action items based on community input to guide Parks and Recreation decisions. Making improvements to Gill Street Park was an identified priority in the Master Plan. Following community engagement the Board of Commissioners adopted the Gill Street Park Master Plan in November of 2025. We are currently working to prepare a Parks and Recreation Trust Fund Grant application.  The adopted plan has multiple phases and the Town is working to move forward with development of the first phase. In the 1960s, the Town of Zebulon took steps to convert a defunct neighborhood landfill into a new park, covering the landfill and building green space atop it. Historically, Gill Street Park has been underrepresented in community planning. To determine the future of Gill Street Park, open spaces, and recreational opportunities in the area, the Gill Street community needs to be consulted every step of the way. We are pleased to track the process of Gill Street Park planning with you. East Wake Academy and the Town of Zebulon are partnering to explore an opportunity that will develop open spaces to provide recreation amenities that will support the community, youth and students through a Joint Use Agreement. This project will expand community baseball and softball opportunities at East Wake Academy which borders existing Town owned open space. The Town will be able to host our annual recreation leagues while offering home fields for East Wake Academy and spaces for regional tournaments to expand their play in Zebulon. With new baseball and softball fields at East Wake Academy, the  Town will renovate Zebulon Community Park to better serve the growing community. When finished, Zebulon Community Park will offer soccer fields, pickleball courts, a splash pad, recreation center expansion, a community garden, dog park, basketball courts, playgrounds, a disc golf course, walking trails, and more. There will be something for everyone to enjoy. These new renovations will allow for the town to serve local recreation program needs, support development, generate regional tourism, create tournament-based spending, and entrepreneurial partnerships. In 1977, the Town of Zebulon purchased 45 acres of land that would become the Town's third park, Zebulon Community Park. The site was initially developed in the 1980's and included two baseball fields. Additional development took place in the early 1990's, thanks in part to grant funding through the federal Land and Water Conservation Fund, and included a playground, restrooms, fitness trail, picnic shelters, and basketball courts. Several land acquisitions have taken place since the mid-2000's and the full site is now 53 acres and also includes the Zebulon Community Center and the Parks & Recreation Maintenance Shop. The Play Zebulon Parks and Recreation Master Plan, adopted in 2021, identified Zebulon Community Park as a potential site in need of renovation. To determine the future use of the area, the community needs to be consulted at every step along the way. We are glad to work alongside you in the planning process Zebulon Community Park.
